ViewPager doesn't receive setOnTouchListener with 1.0.3 Version

i have AndroidX ViewPager and pageIndicatorView inside ConstraintLayout and i'm using `setOnTouchListener` for the ViewPager , before 1.0.3 it works fine but after it doesn't receive `onTouch` anymore.

blur dialog make a blue line in the top of screen with API 19

API 19 making a line like toolbar in the top of screen is there any solutions?
