I received a response from the Ag extension POC and deprecating this slot was acceptable!

We checked in about this on 04/16 (@only1chunts, @Woolly-at-EBI ) horizon and soil_horizon had the same ID. NCBI showed 0 use of horizon 19k use of soil_horizon 8k horizon_meth/method 0 soil horizon_meth Resolved. horizon was removed. soil_horizon is available in soil & agriculture.
