We should reconsider this PR for inclusion in bitcoinj 0.18. Note that `secp-bouncy` is currently using `bcprov-jdk18on`

@schildbach Rebased and I discovered that we now have to add `-ignore-signing-information` to the `jlink` options, but it is working.

@schildbach rebased. Can we (i.e. Bitcoin Wallet) use a newer Android toolchain now?
