Ah! I might be misremembering what the behavior should be but this makes sense. The behavior you're describing points at the b8 line not being pulled down correctly

Check the line with a scope (preferred) or multimeter, with and without the resistor, to ground (or what you think is ground). Consider there's something wrong witht the breakout board...
