I have tried that, the enable and disable buttons still seem to be greyed out.

One more thing; for some reason theming doesn't seem to apply to the properties window or file explorer. 

Same here, was able to download extensions but now I'm not able to anymore. chrome://flags/#extension-mime-request-handling flag is set to “Always prompt for install”  Latest version of Chromium Web Store...
