Added windows specific `CreateSymlink` as windows requires admin privilage to create symlinks, so if the program was ran as unprivileged user it would fail no matter what. Windows version instead...

There is ready to use docker image available [here](https://github.com/MrPrimate/ddb-proxy/pkgs/container/ddb-proxy), so I don't see why it should not work out of the box. :)
