Finalize windows support

Most of the project already supports windows, this PR adds few last lines of code to make it usable.

ping @Jukie @warrensbox @yermulnik - any chance of getting a review on this one any time soon? I'm keen to move from my homegrown scripts to tfswitch but not sure it'll work on windows without this PR

@sworisbreathing If you really need it fast, build of tfswitch with this PR included is available on my fork. https://github.com/mivalsten/terraform-switcher/releases
