Some progress has been made towards this issue in https://github.com/pelias/openstreetmap/pull/565. The good news is after we merge that PR we will be importing these addresses into elasticsearch, the bad news...

One issue is that there's like a million different quotes, hyphens and apostrophes in Unicode, we might need a library in order to identify all candidates.
