`draft pack create ` should create a directory using the given name which encompasses a Dockerfile, a helm chart, and .dockerignore file
@radu-matei What is the use case you're targeting for initializing a new application? What kind of workflow are you envisioning?
Thinking about this more, I would use this now if spin init was just creating a spin.toml file in the current directory.
Considering we have an `--init` flag on spin new now, do we still want to have a new top level command for 2.0? Should we try out `spin new --init`...
Discussed at Spin meeting on 3/10: We'll want to wait until at least phase 3 before we start migration.
@rylev Does #3103 fully resolve this issue or are there other bits that need to be addressed?
