Add non-zero padded month of year

First, space-padding and no padding are different. Second, is there prior art with format strings for what escape sequence should represent one of those?

This seems to be either a browser-specific thing or a timezone thing, because the tests pass for me (Chrome, U.S. Eastern). What browser and timezone are you using/in?

Don't be sorry, being able to reproduce tests is important. I don't see a way to do that, though. Stupid JavaScript.
