Can you verify that you've enabled WebDAV backups in Admin > System Settings? 
Ok, I just tested it with my Nextcloud instance and can confirm that I get the same issue.
Also ran into the same issue. For now we will re-create our accounts using the app-password.
Just for reference, I'm not seeing this issue. For me the sync interval is set to 0 (I'm assuming this means - sync immediately when there is a change), but...
