Requests 707565 and 707566 on WDTK are duplicates - the cause, in this instance, is the administrator 'clicking' the confirmation link twice (computer glitch). Having request confirmation links expire once...

Improving this functionality would potentially reduce administration tasks on WDTK, as we could usefully provide public bodies with upload links, preventing data being hosted off-site (e.g. on Sharepoint or Dropbox)...
