Right now there is no UI to edit this field. But we are working to make this editable.
It's also related to issue #836 - admin interface for editing ticket states.
It is about "email channels" or about "notification channel"? Maybe a full description with maybe screenshots makes more sens in public issues (am,.. no feature enhancements).

IMO nobody is searching a single user in a 50 or 100 result list. So for me it's ok to show 50 user per search result. So the current behavior...
A side note. All users can be 9 milion users. Users are customers too.
