Thanks for submitting this @jeenadeepak. The default value for [RELEASE_ENVIRONMENT](https://github.com/aws/eks-distro/blob/a7dec5484c2c41931582f5c19fecd68ad3d62552/development/kops/set_environment.sh#L19) is set to `development`, which results in it trying to pull the artifacts at 7 which is [latest dev release](https://github.com/aws/eks-distro/tree/main/release/1-23/development)....

@rcrozean Do we need the python presubmits in there? I think that was just for the python minimal image
