Looks like Create no longer supports community localizations... not quite sure how it's being done now.. it certainly leaves IA in a poor spot...
A workaround is to go on the forum https://forums.crateentertainment.com/c/grimdawn/translations/30 and download the localization file yourself, and place it under localization. At least a temporary fix..
