Update per-SDK #if(s) to use xcconfig based on platform SDK version

This way we can eliminate the `#if canImport(Network)` and similar for truly SDK-based conditional code

Look at adding support for including Action(s) in iOS 13 menus and keyboard shortcuts

We have an opportunity to make it easy to expose these actions in menus and keyboard shortcuts on iOS 13 / UIKitForMac.
