It looks like your power stripes terminate too close to the macro. I think in OL that's FP_PDN_HORIZONTAL_HALO & FP_PDN_VERTICAL_HALO

This looks to be a flex limit on a single token. However the expression is horrible unreduced and should be fixed.
FYI, OR doesn't support CCS currently. Perhaps this is for use in another tool?
That message usually indicates some problem in the pdn generation. Could you show a screen shot around the referenced area? @gadfort for thoughts

In general it is hard to predict what script will produce the best results on a given design. The script names should suggest the common outcome (delay or area minimization)...
How many buffers were inserted during timing repair, eg: Repair setup and hold violations... [INFO RSZ-0040] Inserted 7 buffers. Its possible that too much fixing is making the design too...
