"Lint Tcl code" needs fixing. If a pin has been manually placed with place_pin (status=FIRM), will this code consider its location rather than its constraint?

It would be good to merge master and do a fresh secure CI as this PR is a bit old

I started a secure CI to see how well this works.
I cancelled the private part but we'll still see for sky. Can you configure the rest of the public PDKs?
Is there any use of wrapping remaining or can we remove the whole mechanism to do wrapping?
