getUpdatedXform is pretty ugly. Can we just use the normal transform and avoid all this? I'm concerned about how much of an impact it might have but haven't scoped it...
There are lot of design failures. Please say more about the layer direction changes. I suspect the pdn setup will also need adjusting.

I saw something similar on a system with two different versions of gtest installed. You might check for that
@QuantamHD any ideas? I'm guessing gtest is downloading a new version itself
Perhaps it comes from abc's https://github.com/The-OpenROAD-Project/abc/blob/2bf0bb0ce35cda283d69c8b70c8e668e8511adc1/CMakeLists.txt#L123 does removing that block and doing a clean build work?
Perhaps --openroad-args=-DENABLE_TESTS=OFF would work based on the OR issue.
Test here refers to unit testing OpenRoad not DFT
In ORFS? We have no bazel-orfs test there.
