Update the Wiki Toolkit to be more Robust/extensive

The wiki engine used within Act is [Wiki::Toolkit](http://search.cpan.org/dist/Wiki-Toolkit/), with [Text::WikiFormat](http://search.cpan.org/dist/Text-WikiFormat/) for the formatting. The versions installed on spectre (the current Act server) are Wiki::Toolkit v0.73 (2006-12-12) and Text::WikiFormat v0.79 (2007-06-28)....
