TOC 4.0.0 which requires JupyterLab 2.x has a fix for #128 which disable this capability and if desired can be enabled on JupyterLab advanced settings editor.

If you install JupyterLab 3.0, TOC is pre-installed as it moved to be a core-extension.
There were lots of issues related to this feature as described in #128 and toc added a configuration (available in Settings->Advanced Settings Editor) with default disabled value. Enable it back...
How about we clarify the direction we are taking in the README, and wait a little bit for the archive. Having said that, I don't have access to archive it.
