Are you talking about the "overrides" to items change in 1.21.4?
that is what i just said, the overrides to that, its in the "items" folder
There are plans to work on being able to do this, but for now you can use EMU as they just updated/released their 1.21.4 version, you can find out how...

Just don't make clouds.png 1x1 or else it causes issues i've found, killing mipmapping/etc
If my or gets accepted, the create command will have autocomplete list for all the music files in the folder.
