Thanks, @reve0716. As it turns out, Plenar.io is not in sync with the data portal for yesterday (11/14/2019) and four records added to the on-premise 311 database for (11/13/2019) yesterday....
We do now have data newer than 11/13/2019 but seemingly not newer than 11/15/2019, even though there are data through yesterday (11/17/2019) in Plenar.io.
How so? Is it the presence of the time component or something like that?
