configure doesn't remove FBV_SUPPORT_JPEG

If libjpeg is not installed ./configure doesn't remove #define FBV_SUPPORT_JPEG which causes an error if libjpeg is not installed.

I made a minor change to support an (optional) -w flag to support 16-bit word output in addition to the 8-bit byte output.

What is password for toolchain.part?.rar files?
