How is this different than https://github.com/microsoft/semantic-kernel/pull/94/? Do we need both?

I don't think there is a workaround right now. I believe @SergeyMenshykh was looking at enabling similar with https://github.com/microsoft/semantic-kernel/pull/73 and could address this as part of that change potentially.

We'll actually be moving away from using a Skill for planning, so it might be worth some rethinking here or at least not doing too much work right away.
