Adding this to the Stimulus RFC project as a potential bit of scope.

This PR will make it easier to implement 'generic' banner content and goes part of the way to close https://github.com/wagtail/wagtail/issues/6089
@thibaudcolas now that jQuery is removed (Sphinx 6.0) - this PR may be worth reviewing as the banner will likely fail in the docs if we try to use it...
Will close this, been over a year, can revisit when we actually need it (next Wagtail space) or get a push for jQuery to be removed from our docs.
I'm gonna try to redo this PR. We may need to add a promotion banner again soon.
