I amended the OP again with a third edit.
Added instructions for mounting your own AMF runtime into the Wolf container. You need `libamfrt64.so.1` and `libamdenc64.so`. I'm not sure if Docker will let you volume include the shorter named...
Can't mount that folder on Arch, the AUR package installs them directly to `/usr/lib`.
I added upstream gstreamer MR # 8269, in case it helps fix some AV1 issues. It doesn't fix VA-API AV1 for me, however.

Cog cannot sort by track number on open unless the track number is in the filename. Tags are not loaded before the tracks are added to the playlist.
Probably gonna leave this as EWONTFIX until I decide to also implement multiple playlists, as it would require the ability to load a playlist of files into a queue other...
