I have Raspbian Bullseye arm64 install and libgtk-3-dev installs just fine. Just tested it. Please download the [latest Raspian OS](https://www.raspberrypi.com/software/operating-systems/#raspberry-pi-os-64-bit) based on bullseye and not buster.
