Can't investigate without a test file. In pre-release version there's `Show log` command in command palette and we've log in printing code quite a lot.
Which version of Sumatra? How many Sumatra processes are when you do it and if any of them is admin vs regular? (`Ctrl + Alt + Del` for task manager).
Are those exactly same executables i.e. if you look at executable file path in details, is it the same? In general there should only be a single instance of SumatraPDF...

BTW: after opening a file you can see logs with `Ctrl + K` `Show logs` command. It might provide some clue.
