If you can reproduce this in pre-release, then please re-open with reproducible steps and a test documents that shows that.
Most people do not use annotations so most likely I wont do it. Highlight and underline annotations have keyboard shortcuts (`a` and `u`) and you can create custom keyboard shortcuts...

I assume this works.
Those might be problems but they are different issues.
It already works this way when using touchscreen.
Zoom by touch should be continuous in [pre-release](https://www.sumatrapdfreader.org/prerelease) 16073 or later.
I'm not opposed to adding support for this, there's just lots of other things to do as well.
I'm not sure I understand but give it a try.
