solved it for some reason had to be this version ``` wget https://github.com/wkhtmltopdf/packaging/releases/download/0.12.6-1/wkhtmltox_0.12.6-1.focal_amd64.deb dpkg -i wkhtmltox_0.12.6-1.focal_amd64.deb sudo add-apt-repository ppa:linuxuprising/libpng12 sudo apt install libpng12-0 and reboot the server ```

the above picture is the admin disabling the folder for everyone then i go to a normal users check their settings and i see it unchecked but the folder icon...
