Added to Settings: 

Implemented basic http get to mock server returning testing `get_addons_info` payload.

Added some unit tests.

Added readme.

Introduced deeper folder structure

Merging it as working prototype. Next steps will be done after OP client will be prepared, to hook this up, polish it up and test.

Actually wouldn't be beneficial to have there timestamp? But no other logs have timestamps, so idk.

It would be great if we could set logging level for Pyblish plugins.
