@ygina what's your linux client/server's value of `/proc/sys/net/ipv4/tcp_no_metrics_save`? if 0, can you try with 1?

Looks like that change is introduced in https://github.com/cloudflare/quiche/pull/1385. @ygina can you try with 5a753c25e43e1d7b32df9d8c284fe0cab2b19cb4 (previous commit of this PR)? you'll need to rebuild clients only, not the server. Just curious...
