Upgrade TypeScript to v5 in React-scripts

CRA is pretty much dead. I advise switching to vite. I have done this for a few projects, and it is really straight forward. See https://github.com/facebook/create-react-app/issues/13289 for reference.

We are experiencing the same issue with Flyway 8.5.13.

I can confirm that the issue was fixed for us with the release of 12.6.1.jre11. 🥳
