Same problem. Installed app disappeared a few days ago and left orphaned buttons. Attempted installing from Stream Deck store twice. Both times, it shows completed intsallation, but the plugin isn't...
That worked (deleting the folder in ...\AppData\Roaming\Elgato\StreamDeck\Plugins). And it even de-orphaned my old buttons, which was a very welcome surprise.
