This appears intermittently, maybe a race condition? A full restart will sometimes clear the issue. FWIW, I'm on a ZFS filesystem, encrypted at boot, with some extra `ecrypt` folders mounted...

Workaround: Killing `keybase-redirector` releases all blocked tasks. ubuntu 22.04: `sudo killall keybase-redirector`
