Changelog documentation on readthedocs points to the wrong changelog

Thanks for letting me know. I'm pretty sure this used to work because of a symlink created in the documentation build process, we'll have to check why that doesn't work...

Add typing

The unions could be removed now that python 3.9 support is dropped. Mypy is satisfied now, the unpacking issue remains.

Towards typing compatibility of this package's public interface (`py.typed` marker)

#974 is a fairly complete attempt at adding types to django-tables2. You mention some notable omissions though, I'll see if I can improve on it.
