There is, because it sets up the appropriate namespaces, classes, etc that phpunit searches for.
That being said, I don't think we need to copy it *each* time, but have it be a template that lives in this project...

@lmakarov great, thank you! I realized though that we've been using a slightly [different](https://github.com/phase2/docker-cli/blob/master/src/Dockerfile#L46-L58) approach upstream from this to upgrade sqlite that seems to work better. Should I open another...
