Adding a new model configuration for text experiments. The goal is to get an early termination model for fuji-test to accelerate infrastructure validation. + @jiya-zhang

Enable JAX+Pathways single-controller architecture for coordination of accelerators. - Set jax_backend to "proxy" - Additional logic to handle new jax_backend type - Import previewutilities library to identify pathways-enabled workloads

Support flexStart capacity with non-queued provisioning
