We're going to document the behavior. We will consider improvements to this area in the future.
We would want one or two new APIs for this where we clearly answer, "did the user specify this option?" and, "is there a value for this option?"
For 2.0.0, we should augment the API docs to have better clarity around those 2 questions. Then we will explore new APIs in 3.0.0.

We aren't making any changes here for 2.0.0, but we will leave issues of this sort open in the Backlog for the time being to see if more input comes...
Related to #2607, we need to capture the expectations of this behavior and look for any remaining inconsistencies.
