I can open the page without problem:
The 1.0.0 version of the backage is out of support. The latest version uses MIT license.
It was erroring for me and now it isn't. It may have just been an intermittent error.

WebPI and it's associated infrastructure has long been retired and taken offline. I'm guessing that page loading at all is a cached version?
@danmoseley do you know who owns that package? is it feasible to update license links that point to webpi for older versions?
