Without more info, it's really hard to help you here. But from the sound of it, it could be a permissions issue.

Sync time depends a lot on your CPU. What are your machine specs?

Can you test this behavior again with 0.22.4 or later? There have been some fixes regarding wallet balance and coin selection that got released in 0.22.4.

The most recent release (0.22.4) includes fixes that affect wallet balance and coin selection. Can you try out this version and let us know if it fixed this issue?

Can you clarify if this was working in 0.17.0 or is also broken on that version? Thanks for reporting this.
