So many noise libraries will do a multiply and add at the end to bring the output to some range of 0..1 or -1..1. However once you start doing FBM...

Then you will need to experimentally determine, for whatever parameters you are using, the scaling and offset necessary to make the range -1..1 (or whatever you want it to be)...

If you can point me to a nosie library that does this the way you expect I'll see what I can do. The ones I have seen simply determine experimentally...
