Describe the bug The IntelliSense feature of VS Code does not work with the Open3D library when using the PyLance language server in VS Code.

To Reproduce Steps to reproduce the behavior:

Get VS Code.
Install the Python and PyLance extension.
Create a new python file, and import open3d.
Write something from the library. Auto-completion and function docstring should be presented.

Expected behavior Here's an example of expected behavior using numpy. numpywork

Workaround It kinda works using the Jedi language server. Although the docstrings are quite bad. I mentioned this in #751 but never got a response. open3djedi

Environment (please complete the following information):

Operating system:Description: Ubuntu 20.04.3 LTS
Python version: 3.8.10
Open3D version: 0.13.0
How did you install Open3D?: pip

Just because of this issue I switched to PyCharm from VS Code (-: Now development experience is much better.

Like for openCV stubs needs to be created for the api to be read correctly by pylance

I also have the same issue, VS Code IntelliSense is not working on Windows 11 (Python 3.7.3) and Ubuntu 20.04 (Python 3.8.10). It's working in PyCharm but I'd much rather continue using VS Code as the primary IDE. I would greatly appreciate any suggestions on how to solve this.
