I would suggest deleting Webmin repos and use [`virtualmin.sh`](https://raw.githubusercontent.com/virtualmin/virtualmin-install/d7fcb4ea35b5545417a38b7af4c4d97dbe45d591/virtualmin-install.sh) script to setup repos and exit, by running `sh install.sh --setup`.
.. or else we'd better automate repos setup process for Webmin as well.
Virtualmin repos provide Webmin. By `and exit` I meant run it with `--setup` param, to setup repos and exit, rather than performing Virtualmin installation.
Also, if you run `cat /etc/mtab | column -t -s " "` on that system, what its output and does it show `ntfs` partitions?
