This was still a strange error. Not clear why it happened and how to fix. No dbs were created though so I suppose just changing/reconfiguring locale helped.
Or, actually it seems that both (tls and sentinelTLS) are needed and they should contain the same content? I may be wrong.

I still want to say that I *could* reproduce it – by setting "disable cache" and reloading the page. DevTools open was enough.
