The current method, of loading a pickle file, is not best practices. We should use [memcache](http://memcached.org/)

For the LA neighborhoods, rather than use the City neighborhoods file, you may want to use the [LAT Neighborhoods File](http://maps.latimes.com/neighborhoods/) for all of LA county

don't infer schema on tmp tables

if using `stage_first`, tmp table schema is inferred from the dataframe. Rather, the tmp table schema should be copied from the table in which you are going to upsert from.
