You can build and flash the QMK firmware and use the QMK tools. Did not test it yet, YMMV.

You probably need to quote < and > in some way. The file looks like XML so this may be helpful: https://www.w3resource.com/xml/entities.php

There was a big merge of features from OBS so this might be fixed.
