Drop wgShortUrlPrefix

I cannot find any references to it except in SESP in [code search](https://codesearch.wmcloud.org/search/?q=ShortUrlPrefix&i=nope&files=&excludeFiles=&repos=). @kghbln ... I see you and @mwjames talking about it in #88 but otherwise, nada.
