[FR] Python Packge Builder image

A builder for twine was added a while ago.

Promote `gcr.io/cloud-marketplace-containers/google/bazel` for `bazel` users

It seems `gcr.io/cloud-marketplace-containers/google/bazel` is not updated. Therefore it does not seem appropriate to deprecate this builder image in favour of marketplace image.

Can not build image with packer

Can you please confirm that Cloud Build Service Account being used have proper permissions setup to create a VM image ([docs](https://cloud.google.com/build/docs/building/build-vm-images-with-packer)). You will also need to add `roles/iam.serviceAccountUser` as well...

Cloud Build: Firebase application deployment failed due to the experimental web framework not being enabled.

@sebastianrychlik Can you provide more details on the image you are using `gcr.io/cloudfirebaseauthmydemo/firebase`? From the error message, it seems your image is running `firebase` command, but I am not sure....
